Abstract
Fair and Equitable Dispersion (FED) was introduced in 2015 as an aspirational objective among others, by communities affected by noise from aircraft using London’s Gatwick Airport. The airport’s Noise Management Board (NMB) was established as a result of an Independent Arrivals Review, commissioned by Gatwick to investigate community concerns.
The NMB considered during its 1st term (2016-2019) how FED could be achieved but was unable to identify a clear definition that would enable airspace managers and aircraft operators to design solutions to meet the aspirational objective of FED. Nevertheless, several potential options to disperse aircraft more widely were analysed by the National Air Traffic Services (NATS), the airspace manager, but each were rejected as undeliverable for a variety of operational and technical reasons.
This independent study, commissioned by Gatwick Airport Limited, on behalf of the NMB, is tasked with studying this challenge, which has become all the more significant as a result of the UK’s Airspace Modernisation Strategy (AMS). The AMS sets out a new shared objective between the Civil Aviation Authority (CAA) and the Department for Transport (DfT) for modernising airspace which is to deliver quicker, quieter and cleaner journeys and more capacity for the benefit of those who use and are affected by UK airspace.
