Abstract
This report makes clear that the UK has a generational opportunity. We are home to world-class research, innovation, and standards development. But we must act decisively. Without a cohesive long- term investment culture, one nurtured by Government frameworks and forward- thinking policies, the UK risks becoming a rule-taker in the next phase of global digital evolution. The proposal for a Nation of the Digital Twinning Network (NDTN) and a unified “One Project, One District, One City, One Nation” model offers a blueprint for distributed yet coordinated innovation. This strategy can unlock productivity, catalyse private investment, and place the UK at the heart of the global Digital Twinning economy. The University of Salford is proud to play a leading role in the development of this Green Paper that serves as an invitation to industry, academia, policymakers, and wider society, to shape a sovereign, secure, and prosperous digital future. The time to lead is now.
