Abstract

This research aims to explore the contextual settings surrounding the use of Human
Resource Information Systems (HRIS) in Jordanian Mobile Telecommunication
Companies. The main intent is to analyse the supporting and hindering factors
affecting the present and future use of HRIS in the participating Jordanian
companies. An interpretive case research method, based on in-depth interviews with
representatives of the different levels of organisational hierarchy, was conducted to
enhance understanding of HRIS in the context of Jordan. It was found that HRIS is
influenced by a range of contextual factors which need to be evaluated while
considering the HRIS use. Despite the evidence obtained that HRIS has been
contributing significantly to the achievement of people management objectives,
there are some shortcomings inhibiting HRIS as a supportive platform enabling
work and the development of management, HR professionals and line employees.
To address the shortcomings identified; a new paradigm, Human Capital
Information System (HCIS), is offered to facilitate thinking about the functionality
to be developed in significant further evolution of HRIS. The framework developed
also aims to help practitioners in acquiring a clearer insight into the future directions
and opportunities for HRIS development in supporting and improving existing HR
practice and sustainability of the company's competitive advantage. Further research
is needed to examine the proposed framework and to validate it by applying it in
different contexts. This study contributes to the body of knowledge of HRIS by
researching the use of HRIS in the context of Arab countries, particularly in Jordan,
while mainstream research has focused on the developed world. The study has
adopted an interpretive stance to gain in-depth understanding of cultural and other
contextual factors affecting the use of HRIS, which extends the typical positivistic
approach followed by the previous research.
