Abstract
This is a case study of a major capital development programme, the Manchester,Salford and Trafford Local Finance Improvement Trust (MaSTLIFT), intended to address inadequate primary care estate and improve access to health and social care in the UK. The implcations of multi-stakeholder public partners for understanding public-private partnerships, demonstrate the fluidity of relationships involved and the emergent/context bound features of the category 'client'. It is shown how the practices of public sector procurement are socially produced from interactions with a range of stakeholders.
