Description A community-based approach to developing an inclusive anticipatory action framework for the agriculture sector – A case of Sri Lanka

In Sri Lanka, agriculture supports a large portion of the population but is highly vulnerable to climate-related risks such as droughts, floods, and irregular monsoons. UN Food and Agriculture Organization (FAO) and the Organisation for Economic Co-operation and Development (OECD) (2023) highlights the importance of anticipatory action (AA) frameworks for mitigating these risks by enabling proactive responses to emerging challenges. However, comparatively fewer efforts have been made to investigate AA for food security in Sri Lanka and the broader South Asian region. Existing frameworks, such as the ASEAN Framework for AA (ASEAN, 2023), have often overlooked localised needs and community-driven solutions, which are essential for sustainable agriculture.

Building on community-based projects like the Kalutara Living Lab in Sri Lanka and the ENSEMBLE project in the UK, this research seeks to develop a community-driven AA framework tailored to Sri Lanka, with possible expansion and generalisation into the south Asian region.
