Abstract
The aims of this project are to develop an understanding of the strategies and mechanisms that might be used to transfer high standards of organisational performance, as measured by pre-defined performance targets, from one part of the department to a developing part of the organisation. The methodology for this study draws on a range of techniques designed to gather relevant information at the level of the individual, the group and the organisation. The methods selected have been chosen not only because they will generate data about organisational arrangements for the provision of Social Services, but also because these methods will engage a wide range of staff in the process of thinking about change and development.
