Abstract

A technical report on the state of the media freedoms in Azerbaijan commissioned via the BBC by the OSCE Office in Baku in June 2007 and conducted in July that year to establish that many of the indicators of what should be seen as signs of a healthy and unrestrained media environment were engineered and manipulated by the regime to show Azerbaijan in favourable light to the West. The report identifies problems which later on converted into systemic barriers and limitations to freedom of expression and wider democracy in the country turning it into one of the most oppressive in Europe.
